New third-party administrator for HealthSelect Prescription Drug Program beginning Jan. 1, 2024

animated prescription bottle with prescription on labelIn December 2022, the Employees Retirement System of Texas (ERS) Board of Trustees awarded the third-party administrator contract for the HealthSelectSM Prescription Drug Program to Express Scripts. The six-year contract term will begin Jan. 1, 2024, and go through Dec. 31, 2029. Compared to other bidders, Express Scripts offered significant cost savings to administer the plan at the same level of benefits and service.

OptumRx will continue to administer the plan through Dec. 31, 2023.

What does it mean for participants?

ERS will continue to set the plan design, including copays and coinsurance.

Employees, retirees not enrolled in Medicare and their eligible dependents enrolled in HealthSelectSM of Texas and Consumer Directed HealthSelectSM do not need to re-enroll because of this transition. They will be automatically transferred to Express Scripts on Jan. 1.

Note: The plan year for active employees, retirees not eligible for Medicare and their eligible dependents is Sept. 1 to Aug. 31.

ID cards

Through Dec. 31, 2023, continue to use your current prescription plan ID card and call OptumRx toll-free at (855) 828-9834 (TTY: 711) for any help you might need with coverage and claims. Express Scripts will send new ID cards later this year to use starting Jan. 1, 2024.

Over the next few months, ERS and Express Scripts and OptumRx will share detailed information about the change. You will also learn about the new plan website, when and how to register your account, new customer service and other contact information, along with any steps you might need to take prior to the transition.
